What can YOU do to put your views to Salisbury District Council ?

It is VITAL that you complete the official Consultation Response Form.

Deadline to return your comment forms is the 25th April !!!

Guidance on how to do this is given below :-

 

Responding to the Core Strategy

The following notes will help make sure the Council takes your view into account:

  • You should use the official Consultation Response Form

  • You should use a separate sheet for each policy you want to comment on

  • You need to comment on “Preferred Option 8” AND “Preferred Option 62”

  • You need to send in your comments before 25th April

You can get Consultation Response Forms from the shop or from Truffles, or download them from the internet at www.salisbury.gov.uk/preferred-options . The address to send them to is shown on the Form.

First you need to fill in the Contact Details sheet, then complete each of the Comment sheets.

You should submit at least TWO comment sheets, one on Option 8 and one on Option 62 as well as any additional sheets for other options or policies you may want to comment on. The Option numbers refer to the “Core Strategy Preferred Options” black book – you can see a copy at the Village Shop or at Truffles. You need to answer at least these questions:

You may also want to support Scenario 2 (Distributed Growth) , in which case you could complete a second form and put “Preferred Option 8 Scenario 2” here, marking the “support” box below.

Give your reasons here. Your Parish Council strongly recommends that you oppose Scenario 1. Scenario 2 Distributed Growth was the scenario overwhelmingly supported by the parish meeting on the 3rd April, which was attended by about 450 Winterslow residents.

Your comments should be in your own words, but you may wish to consider including some of the following points:

  • Building the proposed new settlement at either Winterslow or Firsdown would permanently change the character of our villages and, indeed, the whole area.

  • Winterslow would be swamped by, and eventually swallowed up in, a development on the scale suggested.

  • We understand the need to allow some development in the area (in particular to stop local people from being priced out of their own community), but do not understand why we should shoulder a completely disproportionate burden on behalf of the whole of the South Wilts district.

  • The transport infrastructure in the area is already inadequate for our needs, and is wholly unsuited to an increased load of this order, which would clog the A30 and the route into Salisbury under the St Thomas railway bridge, and would create rat runs through Winterslow and the villages towards Romsey and Southampton.

  • Notwithstanding the proximity of Porton Down and Qiniteq at Boscombe Down, there is no prospect that the majority of the inhabitants of such a large settlement could find employment locally, so the settlement would inevitably become a dormitory town, increasing the load on the transport infrastructure still further and reducing the environmental sustainability of the development.

  • Our community is proud of its amenities, such as our excellent school and village shop / Post Office. These would be unlikely to survive if the suggested developments go ahead; our village community would be subsumed into a town, an outcome which nobody in the village wants.

  • The A30 route is the scenic gateway to the historic sites of the Salisbury area – if we wish to encourage tourism and safeguard our local heritage we can’t afford to turn it into just another ribbon development built-up area.

  • The maintenance of agricultural productivity is more important than it has ever been; the last thing we should be doing is concreting over more agricultural land.

  • Scenario 2 would allow distributed growth across the region, which is to say the sharing of both the burdens and the opportunities presented by this plan across the community as a whole. If it is at all viable (and the Strategy document tells us that it is), this must be the equitable and sensible option to pursue.

Put a cross in the box to indicate whether you want to support or oppose the proposal. Part of this proposal (Scenario 1) is that a new settlement should be built at Winterslow / Firsdown, so if you oppose this (as the Parish Council recommends that you do) then you need to mark the oppose box. If you do so, you support Scenario 2, under which the building would be spread more widely.
